E-Business Suite 12.2 Applications Manager, Patch Management Features

When searching for patches in Oracle Application Manager (OAM), Patch 16399723 is found listed in the Applied Patches section with following details:

Patch Name: ABORT

Patch Description: adop phase=abort

However further investigation shows Patch 16399723 was not applied to the instance.
