Symptoms



After upgrade from 12.1.3 to 12.2.5 and attempting to run International HRMS Setup for Jordan or Yemen to be able to see retro components , the following error occurs.

ERROR
-----------------------
Error at step 1 in pay_ip_startup_util.setup ORA-20001: International HRMS Setup concurrent request can be run only to create a new legislation or to change the Install tax unit value. For already created legislation setup process can be run only through DataInstall and hrglobal.drv.

STEPS

The issue can be reproduced at will with the following steps:
1. run International HRMS Setup for Jordan
