Profile Option IEX: Default Fulfillment Body Doesn't Send Email in Customer Language When Using the Send Dunning Option

Information in this document applies to any platform.
When using Send Dunning option from the strategy tab, the email body is not using the translation provided by the profile option IEX: Default Fulfillment Body.
Example: Customer language is Spanish. From an English login, when the Send Dunning is pressed, the email covering letter output is in English. When submitting from Spanish login, the output is in Spanish. The output should be in the customer language, regardless of the login language.
Steps to Reproduce:
Responsibility: Collections Agent
- Login under Spanish and click Send Dunning on a work item. Output is in Spanish.
- Login under English and click Send Dunning on a work item, output is in English.
