On : 12.2.4 version, RLM Workbench Issues

When attempting to process RLM Schedule with Error on Workbench can't be processed or purged
Encountered a schedule that is showing in error in our RLM workbench with the following exception
and the following error occurs.

OBSERVATION
Attempted to run both DSP and purge this schedule by running both requests through the submitting
single requests process and entering in parameters that are wide enough that the schedule should
be included. Neither process has affected the schedule that is in error and it persists in the
workbench under the "Schedules with Error" public query.

ERROR
Error :: "Release Management program unit rlm_validatedemand_sv.BuildHeaderRec failed with
the   following progress code: 010 and
SQL error message: ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired"

This schedule can neither be processed further by the DSP nor can it be purged nor deleted.
When the schedule is selected and the Tools menu chosen "Submit Demand Processor" is greyed
out and is not selectable. When "Submit Purge Schedule" is chosen from the tools menu, the following
error is received:

APP-FND-00806: The default value PTVESSO201610170401000031 is invalid for the p_schedule_ref_no segment.
  Your default value will be ignored. Please inform your system administrator that:

Value PTVESSO201610170401000031 for the flexfield segment Schedule Reference Number does not
exist in the value set RLM_SCHEDULE_INTERFACE_PS.

When the OK button is clicked, the Parameters screen come up as normal but does not have the schedule number defaulted.
Add the value PTVESSO201610170401000031 to the value set for segment p_schedule_ref_no, or choose another
default value in the Key Flexfield Segments form or Descriptive Flexfield Segments form. Use the Edit Concurrent Program
or Define Report Set form for Standard Report Submission report defaults.

STEPS
1. Responsibility: Release Management
2. Run > Demand Processor (DSP)
3. RLM > Workbench shows "Schedules with Error"
4. Observe Error(s)
