Unable to login to a newly created 12.2.6 Oracle Compute Cloud Instance with the default sysadmin username and password.


STEPS

The issue can be reproduced at will with the following steps:
default login screen at
https://oc-<ip address>.compute.oraclecloud.com:<port>/OA_HTML/AppsLocalLogin.jsp

Default
user:SYADMIN
password:SYADMIN
Does not work
