Change Reason Is Not Visible in Email Notification (Doc ID 2198477.1)

When submitting a worker status change, the review page shows the change reason,
however, email and worklist notifications fail to include the change reason.

Expect the values shown on the review page to also show on the notifications

The issue can be reproduced at will with the following steps:
1. Manager Self Service
2. Enter a worker status change and include the 'Change Reason'
3. The review page displays the change reason
4. Worklist and email notifications do not include the field 'Change Reason'
