Creating First Record For A UDA, Cannot Remove Value Entered In Change Order (Doc ID 2198825.1)

Symptoms

PROBLEM
Change Order Mode - When creating first record for a UDA, cannot removing the value entered.
If a single row attribute group has no rows, and you create a change order and update the attribute with a row -- 
Once you enter the value, Save it (Do not apply). Then go and delete the value and save again, receive the error.

Even applying also receive the same error saying value must be entered.

ERROR
Similar to "You must enter at least one value for '<attribute_name>'

STEPS
Create Change Order -> Select Attribute Group which has no rows->
Enter value and save -> Remove Value -> Save
