On : 12.1.3 version, Payroll - General

ACTUAL BEHAVIOR
---------------

Employee's that have an Anniversary and a Salary Change in the same period have an incorrect calculation for their Social Security Quota.  Therefore the amounts of quotas EE and ER are incorrect 

EXPECTED BEHAVIOR
-----------------------
Expect the calculation of NORMALIZED IDW in Social Security Quota in employees that they meet anniversary and payroll raise in payroll period to be correct

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee with Anniversary in Payroll Period
2. Salary Raise in same payroll period
3. Run Payroll and check NORMALIZED IDW
