Error Seen While Removing The End Date Of The Meter From The Install Base

When attempting to reactivate (by removing end date) the counter on a subject instance in a relationship...

the following error occurs.

"The relationship start date cannot be less than the effectivity start date or cannot be greater than the effectivity end date of the source and target counter/meter. "

The issue can be reproduced at will with the following steps:

1. Oracle Install Base Agent-->Counter-->

2. Search for the counter name and try to remove the end date of the counter and click apply.
3. See the error.

The issue has the following business impact:
Not able to remove the end date of the meter to update the source meter.
