On Discrete Jobs, Phantom Bills Are Not Exploded Properly After Upgrade To 12.2.5

Symptoms

ACTUAL BEHAVIOR
After upgrading from 12.1.3 to 12.2.5, if a phantom quantity is used on a Bill of Material, the WIP discrete job will not explode the material requirements properly.

EXPECTED BEHAVIOR
Phantom quantities should not affect the WIP discrete job material requirements.

STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Bills of Materials
2. Navigation: Bills of Materials > Bills > Indented Bills
3. A work order with a BoM requires 5 subassembly of (which is specified as a phantom).
4. When workorderless completion is created, the extended quantity is correct for everything except where the phantom subassemblies are concerned.
