Symptoms

ACTUAL BEHAVIOR

FSA coverage date does not reset to beginning of the year only when enrolling from Self-Service > Benefits.

EXPECTED BEHAVIOR
-----------------------
FSA coverage date should reset to beginning of the new year.

STEPS

The issue can be reproduced at will with the following steps:
1. Run Open Enrollment
