Sales Order Lines Stuck In Status Booked Since Having Missing Workflow (Doc ID 2200940.1)

On : 12.2.5 version, Transaction Booking

We have some sales order lines stuck in status 'Booked' at the line level , while for the same order other lines are awaiting shipment.
After checking the open messages we found the error 'Ship to is required on a booked order line'
We tried to restart activities with error but the issue is still persistent. Please note also that SHIP to is available for this customer.
Due to this issue the customer cannot process his sales orders.
