Sales Order Lines Stuck Due to Missing Line Workflow (Doc ID 2200940.1)

Symptoms

ACTUAL BEHAVIOR

Find that intermittently sales order lines are missing workflows and unable to progress the line.

EXPECTED BEHAVIOR

Expect the workflow to exist on open sales order lines.

Steps to Reproduce the Issue

The issue cannot be reproduced at will, but can be seen with the following steps:
      1. Responsibility: Order Management Super User (or equivalent)
      2. Navigate to: Orders, Returns > Sales Orders
      3. Query the order
      4. Find line workflow missing.
