Symptoms
When attempting to amend a budget to allow further period values, the following error occurs:

The plan line duration exceeds the resource assignment.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load Project Budgets via the Budget API in Oracle.
2. Baseline budgets.
3. Amend budget.
