R12: OKE Could Not Reserve Record Error When Starting Project Contracts Approval Workflow (Doc ID 2201584.1)

Symptoms

When a project contract is created and Start Workflow is selected, the error “Could not reserve Records, Keep trying?" is encountered.
The dialog to try to continue reserving the record with the options of Yes or No will not come out until 'No' is selected.
The error message “Unable to reserve record for update or delete" and then “Could not reserve Records, Keep trying? Yes/No” continues numerous times before it exists the error dialogue, and exiting the form is allowed.
Once the contract is closed, and the Authoring Workbench is reopened, the error does not occur again, and functionality returns to normal.
