Requisition With Zero Unit Price Will Be Auto Approved When Requester Approved the Change Request

Symptoms
Problem Statement
After upgraded to R12.1.3 from R12.1.2.
Requester have not the approval authority. But the requester create a change request, then approve it, the requisition will be auto approved.
Steps to Reproduce
The tolerance setting
Requester Change Order --> Purchase Requisition
Req Amount %, Maximum Increment = 0, Maximum Decrement = 100
Unit Price %, Maximum Increment = 0, Maximum Decrement = 100
Req Line Quantity %, Maximum Increment = 0, Maximum Decrement = 100
Req Line Amount %, Maximum Increment = 0, Maximum Decrement = 100
other, Maximum Increment = 0, Maximum Decrement = 0
- Create a requisition in iPro and approve it (Requester can not approve it, so the next approver need to approve it)
Qty: 1 Unit Price : 0 - Create a PO by the above requisition in BWC.
- Requester change the price of the requisition to 100001 and approve the change request.
- The Req auto approved -- it is wrong, need next approver to approve
- The PO need next approver to approve it, next approver approve the PO
- Requester change the price of the req to 100002 and approve the change request
- The next approver need to approve the change request, then the PR status will change to approved -- it is correct
- The PO need next approverto approve it, next approver approve the PO
