R12: AP: Liability Accounted Amount of Ppa Invoice Does Not Match the Payment Accounting (Doc ID 2202165.1)

Symptoms

Liability Account of PPA Invoice does not match the Payment Liability.

Reproduction Steps:
1. Subledger Accounting Method is "Standard Accrual".
2. Corrected the PO Price. Update the Price column from 100 to 104.
3. Approved a PO.
4. Run the Retroactive Price Update of Purchasing Documents Program.
5. Run the Create Adjusting Documents in Payables Program.
6. Created a PPA Invoice. Find a created PPA invoice in Invoice Workbench, update the Exchange Rate from 100 to 105.
7. Validate PPA Invoice.
8. Run the Create Accounting for Invoice.
9. Created PPA Invoice accounting is following:

ACCOUNTING_CLASS_CODE Entered DR Entered CR Accounted DR Accounted CR
Accrual 4.00   400.00  
Exchange Rate Variance 0.00   20.00  
Liability   4.00   420.00

10. Pay for Invoice. Payments Exchange Rate is 100.
11. Run the Create Accounting for Payments.
12. Created Payment accounting is following:

ACCOUNTING_CLASS_CODE Entered DR Entered CR Accounted DR Accounted CR
Liability 4.00   420.00  
Rounding 0.00   20.00  
Cash   4.00   400.00
Gain   0.00   20.00
Liability   0.00   20.00

PPA Invoice's LIABILITY is ACCOUNTED_DR: 0 / ACCOUNTED_CR: 420.
Payment's LIABILITY is ACCOUNTED_DR: 420 / ACCOUNTED_CR: 20.

PPA Invoice and Payment Liability Accounting are not balanced, so the accounted amount is left.
