Why is New Operating Unit Not in LOV in Define Remit To Address Form and Other Setup Forms?

Why are newly defined Operating Units not in list of values in the Define Remit To Address form?
A new operating unit was setup in an existing Release 12 instance, however, when attempt to create a separate Remit to address using
Receivables Manager responsibility it is not showing the new operating unit which was created under same ledger.
Note: this also occurs in other AR setup forms
