E-Business Suite R12 Integrated SOA Gateway, Installation related issue

Users report error '415 Unsupported Media Type' when invoking a REST service with the following content:

'Content-Type: application/json;charset=windows-1252/Content-Type: application/json;charset=UTF-8'

If Content-Type: application/json is passed, then the response is successful.

The system cannot parse the REST (both JSON or XML) request due to HTTP 415 unsupported Media Type.

Even when explicitly set 'application/json' or 'application/xml' in the invoke, the container will automatically add charset behind (no matter iso-xxx or utf-8), Media Type become 'application/json;charset=utf-8'
