After Patch RPC5, Retrobilling Does Not Work Correctly For a New Modifier Added (Doc ID 2203393.1)

Symptoms

On :  12.1.3 version, Pricing, Discounting & Charges

ACTUAL BEHAVIOR  
---------------
Finds that when one creates a new modifier that would be applicable on a closed order,
that the retrobill is not being generated.


EXPECTED BEHAVIOR
-----------------------
Expects same behavior as shown in instance that does not have RPC5 patches applied.
Was able to add a new modifier after the order line was closed, so it was not on the original pricing adjustments.
After adding the new modifier and line qualifiers, ran retrobill admin. There were a few lines on the order, but line 1 was part of the reprice in the retrobill.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
In instance without RPC5 patches:

1. Create Order with modifier
2. Ship order, close
3. Create new modifier entry for that order having the line qualifiers to match
4. Run Retro bill admin
5. Retro bill is successful and new modifier adjustments applied

In instance with RPC5 patches:

1. Create Order with modifier
2. Ship order, close
3. Create new modifier entry for that order having the line qualifiers to match
4. Run Retro bill admin
5. Retro bill is NOT successful and message no pricing adjustments found is displayed.
