Symptoms

The customer is running the PRC: Launch Update Project Performance Data process (LUPPD). One of the PRC: Update Project Performance Data processes (UPPD) spawned by the Launch process errors with a legitimate error.
Other projects summarized with a project give the following generic error after the initial error is reported (i.e., project number <project number>):

PA_PROGRESS_PUB.GET_SUMMARIZED_ACTUALS: User-Defined Exception.

The output appears as:

The following projects may have incorrect actual amounts on Workplan pages. For accurate actual amounts, please correct the exceptions and resubmit the PRC: Update Project Performance Data process.

When the UPPD process is run for the project reporting this generic error (project number <Project Number>) outside of the Launch process, the UPPD appears to complete successfully, but the following is seen in the log file:
