Messages Are Getting Accumulated In TrackingEvents Event Diagnostics Thread

Symptoms
It is observed that messages are getting accumulated in trackingEvents event diagnostics thread and creating backlogs. The wait time in the thread leads to 3 hours with max queue size reaching 17416 and it is seem that they are shipment status messages. Backlog accumulation in the trackingEvents threads has increased from the last 2 weeks.
Again the issue is not happening everyday. But whenever it happens, there is severe delay in message processing.
It is seen that delay is only with the Shipmentstatus messages that are using the trackingevent event queue.
