Change Order Implementation Is Not Happening Properly With The Same Item And Multiple Change Orders

Change Order implementation is not happening properly with the same Item and multiple Change Orders
Change order #1, which was to update the multi-row attribute record, should fail implementation since
change order #2 deleted the record to updated by change order #1. The data no longer exists, so the
implementation should fail with error.
The issue can be reproduced at will with the following steps:
Step 1: Create a change order in draft
Go to Item Overview page and select the Change Order in the Actions list
Click on Go
Select the Change Order Type and click on Continue
Enter the Change Order Name and Description and click on Save and Continue
Click on Attributes Tab and click on update button
Update a row in Plan Member Cost Attribute Group
Click on Apply button
Don’t submit the Change order
Step 2: Delete row which we have modified in the draft status for Step 1
Drill down the same item and create new change order
After deleting the a row and submit the change order
Step 3: Once Second Change Order implemented then please submit first change order
First change order is implemented without any failure and date has not been updated.
Both the change orders are implemented successfully but first change order data has not been updated.
