"Purchase Order Creation could not be initiated" error while awarding the Requisition backed Negotiation

Symptoms
On : 12.1.3 version, Awards
When attempting to create Purchase Order,
the following error occurs.
ERROR
-----------------------
"Purchase Order Creation could not be initiated. Please check with your system administrator"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Sourcing Responsibility
2. Create RFQ from Aproved Requisition
3. Publish RFQ
4. Create surrogate quotes
5. Award for one quote
6. Complete award and try to create PO after award
7. Error appeared : Purchase Order Creation could not be initiated. Please check with your system administrator
