WIP Mass Load Planned Orders not Released From ASCP stuck in the WIP_JOB_SCHEDULE_INTERFACE (Doc ID 2204440.1)

Planned orders for make items are randomly stuck in the WIP_JOB_SCHEDULE_INTERFACE and not picked up by the WIP Mass Load (WICMLX). The stuck records are only when the WICMLX program is manually run with the specified group_id.

The WIP Mass Load program that is manually run completes normally and previous requests where the stuck record should have been picked up also complete normally. There is no error message to go off to pinpoint why this issue randomly happens.

Expect Mass Load to create new Discrete Jobs.

The issue can be reproduced at will with the following steps:
1. Responsibility: Advanced Supply Chain Planning
2. Navigation: Query planned orders that can be released
3. Records show that it is released from the ASCP workbench
4. WICMLX runs, and user expects to see discrete job created.
5. No jobs are created.
