When navigating to the Create Service Request page in Email Center, a default responsibility context is available in a drop-down.

(R) Email Center Agent Console
(N) Home > Inbox
Click on an email message
Attach Customer to email message
Click on Create SR link

A responsibility drop-down is available for users to choose.
