Time Calculation is Incorrect for Rate Service Using Simulation with Distance Defined in KPH (Doc ID 2204567.1)

Drive time calculation is incorrect using a Rate Service Type of SIMULATION with the speed defined in KPH.

Test Case:

Rate service is defined with the following distance and speed range.

250.00 KM- 25.00 KPH

When doing a distance/time calculation with Distance and ServiceTime logging enabled we see this:

Note: The base UOM for Distance in OTM is set to MPH. Any distance being evaluated is converted to MPH before the distance is calculated.

25 KPH / 1.60934 = 15.53 MPH

Per the logs OTM is using 15 and not the expected value 15.53
