Time Calculation is Incorrect for Rate Service Using Simulation with Distance Defined in KPH

Drive time calculation is incorrect using a Rate Service Type of SIMULATION with the speed defined in KPH.
Rate service is defined with the following distance and speed range.
250.00 KM- 25.00 KPH
When doing a distance/time calculation with Distance and ServiceTime logging enabled we see this:
2016-10-20 09:25:34.265 729426 Debug ServiceTime Speed = 15. [[ACTIVE] ExecuteThread: '2' for queue: 'weblogic.kernel.Default (self-tuning)']
Note: The base UOM for Distance in OTM is set to MPH. Any distance being evaluated is converted to MPH before the distance is calculated.
Per the logs OTM is using 15 and not the expected value 15.53
