Depot Repair: Unable to use Descriptive Flexfield (DFF) With A Reference Field - "An Error Occurred when validating the descriptive flexfield." (Doc ID 2204593.1)

Symptoms

Error when trying to use the Descriptive Flexfield (DFF) for Repair Orders to capture Customer revisions in one of the attributes fields (ATTRIBUTE8).

The requirement is to have an LOV on the DFF to show Item Revisions based on the Item currently on Repair Order.

The Repair Order DFF is visible on the Depot Workbench form (CSDREPLN.fmb ) as well as Technician Portal (OA page - /oracle/apps/csd/ro/mgmt/webui/HvrRepairMainPG ).
In order for the DFF LOV to work in both Workbench (Oracle Forms) and Technical Portal (OAF Page), used the Reference field on the DFF and referenced to the Item on the repair order in the Valueset using this reference field.

In the Repair Order Work Bench, the DFF LOV works and displays the records based on the Item on Service Order but when attempting to save the record, there is an error:

        API Programming Error (Update_Repair_Order) : An Error Occurred when validating the descriptive flexfield.
        Value 12345 for the Flexfield segment outgoing item revision does not exist in the value set XXMY_VALUESET
