Symptoms

Actual Behavior
Unable to modify/delete capacity changes records via capacity changes form(BOMFDODP)

Steps
1. BOM(N)Routings > Departments
Open the department and click Resources button
2. Select the resource row and click Shifts button
3. Select the shift row and click Capacity Changes button
-> All fields are displayed in a grayout state and unable to modify/delete
