Patch Worker Failed While Processing CSM5PAGEFILES.zip While Applying Patch 22644544 (Doc ID 2204905.1)

Goal

While applying EBS 12.1.3 RPC 5 (patch 22644544:12.1.0) the worker failed while processing file CSM5PAGEFILES.zip.
The CSM product is not being used but it is included in the RPC.

The full command that failed is this:
adjava -ms128m -mx256m -nojit oracle.apps.asg.setup.AsgFileHandler &jdbc_db_addr &un_apps &pw_apps CSM_TOP html/download/CSM5PAGEFILES.zip

The error:

Calling /d01/oracle/GK12/apps/tech_st/10.1.3/appsutil/jdk/jre/bin/java ...

Error: Could not find or load main class oracle.apps.asg.setup.AsgFileHandler
