ACTUAL BEHAVIOR

PAC wrongly creates Periodic Cost Update transactions with primary organization as the Org ID
We recently upgraded from 11i 11.5.10.2 to R12 12.2.4
As from the upgrade, Periodic Cost Update transactions are being created in CST_AE_HEADERS with the primary organization as the ORGANIZATION_ID instead of the specific inventory organization.
This wasn't happening in 11i.

EXPECTED BEHAVIOR

the PAC cost update to be created in the current inventory organization

The issue can be reproduced at will with the following steps:
1. Create Periodic Cost update
