Symptoms

When run "Populate RTI Payroll ID with Assignment Number" process RTI Payroll Id is not aligned for all assignments in the same tax district.

Steps to Reproduce:
1. Login under UK HRMS Manager
2. Run "Populate RTI Payroll ID with Assignment Number" process
3. Check RTI Payroll ID
