FS_CLONE Fails After Webtier Upgrade With Error "CLONE-26003 Error in validating listen host and port"

On : 12.2.4 version, Patch Application Issues
After webtier upgrade as per Doc ID 1590356.1 fs_clone is failing. ADOSCANLOG utility is reporting the following error.

[PLUGIN][OHS] - CAUSE - Nov 25, 2016 17:49:38 - CLONE-26003 The causes were:
Nov 25, 2016 17:49:38 - CLONE-26176 In config group ssl.conf , the value of "Listen" config property was 4443. The port 4443 was not free.
