Symptoms

On : 12.2 version, Request Submission/Scheduling

Scheduled requests fail with Error:

"SYSTEM-UNABLE TO SET NLS SORT
Concurrent Manager encountered an error while running Oracle*Report for your concurrent request 1234567.

Review your concurrent request log and/or report output file for more detailed information.
Successfully resubmitted concurrent program XYZ_123 with request ID 1234567 to start"

Changes

Patches 21148775:R12.FND.B or 21385444:R12.FND.C are applied, which adds a new column NLS_SORT to the table FND_CONCURRENT_REQUESTS.
