Internal Sales Order Not Getting Re-created When Resource is Re-assigned

On : 12.1.3 version, Parts Requirement

When Parts requirement creates an Internal Sales Order and stays in the ready to release status, the original order is cancelled and a new order is not created when the  resource is cancelled and assigned to new resource

The original order should not be cancelled if the resource is removed.

The issue can be reproduced at will with the following steps:
1. Create a task
2. Create Parts Requirement
3. Create Internal Sales Order for the task
4. Re-assign the Task
