Unable to send notifications to the new user

Notifications are stuck with OLD user name

Expect to transfer/forward all there notifications  which are stuck with OLD user name to the NEW user name

The issue can be reproduced at will with the following steps:
1.Two User Names were assigned to same Employee.
2. Notifications has been sent to old user which is no longer in use.
3. Removed the person assignment and deactivated the old user name.
4. Now, all Notifications are being stuck with old user name.

The issue has the following business impact:
Due to this issue, all the notifications with old user name need to be routed to new user name
