On : 12.2.5 version, Party and account merge

ACTUAL BEHAVIOR
---------------
Bill To Party in the Service Request form is not displaying all the parties which are created in the Relationships tab of Contact Center.

EXPECTED BEHAVIOR
-----------------------
Bill To Party in the Service Request form should display all the parties which are created in the Relationships tab of Contact Center.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Service Request -> Charges Tab
2. -> Bill To
3. ->Bill To Party LOV.
