UK Pay: RTI EYU 2015/2016 Reports Employees with Multiple NI Entries and No Change Performed

Employees with no payment after last FPS are getting reported in RTI -Earlier Year Update (2015/2016)when they have multiple NI entries.
The employee shouldn't be picked by EYU as no change has been performed
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Run RTI - Earlier Year Update 2015/2016
2. Check output. NI EE and NI ER on EYU Reconciliation Report shows negative figures
