R12 Unable to Add Team Member to a Project Since the List of Values (LOV) Displays No Results (Doc ID 2211638.1)

Symptoms

When trying to add a team member to the project using the 'Add Team Member' button from self-service page the following behavior occurs:

The List of Values returns no rows.


STEPS

The issue can be reproduced at will with the following steps:
1. Projects responsibility > Projects: Delivery > Search Projects > find your project number
2. Project tab > Setup subtab
3. Click on the link Team Members
4. Click on the button Add Team Members
