Reserve Orders Program Not Reserving Configured Items Eventhough Ample On-Hand Quantity Available To Reserve

Reserve Orders Program is not working as expected in case of configured items.
The problem behavior is observed when trying to make use of "Prioritize By Reserved Lines" as "YES"
Consider a case of sales order with a line of 10 quantity where partial quantity (8)is available.
Running the program would reserve the 8 quantity.
Later a new line (same item) is added to the same order with quantity as 5 and quantity available is increased to 4
When the program is run with out the Item Number, it would ignore both the lines completely and no reservation happens.
When the program is run with Item number, then it prioritize based on the existing reservations but completely ignore the line with out reservations.
So the line 1 would get additional quantity of 2 reserved against it and no reservation happens against the line 2 ( 5 quantity)
It is expected that the remaining available quantity (3) should be reserved against the line 2 with in the same run of the program.
The issue can be reproduced at will with the following steps:
1. Create a sales order with 10 quantity where only 8 quantity is available
2. Program reserved 8 quantity
3. Add new line for 5 quantity and make 4 more quantity available in warehouse
4. Program reserves only the remaining quantity of line 1 and ignores the line 2 completely.
