EBS Web service OE_INBOUND_INT is Not Working (Doc ID 2213423.1)

ACTUAL BEHAVIOR
---------------
We are following white paper Implement CPQ-EBS Order Management Integration to integrate CPQ with EBS Web service “OE_INBOUND_INT” operation “processOrder”.
We need to create an simple sales order in EBS to start.
We took from the document Create Order Sample Payload and changed the valued that applied and tested it through SOAP UI but it didn't work.

EXPECTED BEHAVIOR

Expect to be able to call OE_INBOUND_INT to import the order
