Actual:
Upon submitting the purchase order - a tax error is encountered.
During autocreate an error is encountered.

Expected:
The tax error should not occur.

Error:
An error occurred during tax calculation.
Please correct the problem or contact your system administrator.
Unexepected error occurred during tax calculation. Exception: 023 - An unexepected error has occurred.

If using the sourcing module to complete the award - this error occurs:
Purchase Order creation could not be initiated.
Please check with your system administrator.

Replication Steps:
1. Purchase Order 112000077211 is pulled up in the buyer work center.
2. Purchase order is submitted for approval - but the error is encountered.
