Credit Check Hold at Pick Release Is Automatically Applied

Information in this document applies to any platform.
When doing pick release on some orders, the released order is automatically placed on hold even if the hold was previously removed by the user.
The pick release re-apply the hold over and over so cannot allocate the material.
The following error is seen in the pick release log:
"Credit Checking package API error".

STEPS TO REPRODUCE
1. Using FRC 'Order Management Responsibility'
2. Pick Release an order where the credit check hold was removed
3. Order goes back on Credit Check hold and results in error above.
The issue reappears when upgrading from 12.1 to 12.2 as well. The 12.1 instance had the patch applied, but had to reapply the patch for 12.2 version.
