Teachers Pension Monthly Extract Process is finishing with error for new hires with 0 payments in first month:


ORA-20001: Divide by zero at line 27 of PQP_GB_TP_MDC_SERVICE_LINES_RULE
Cause: An attempt was made to divide a number by zero. Suppose that a formula has an input called NUMBER_IN, and a line of the form NUMBER_OUT =
100 / NUMBER_IN. If NUMBER_IN was passed a value of zero, then this error would result.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Run the request "Teachers Pension Monthly Extract Process'
2. Check extract results: 5 employees are in error.
