Data Inquiry Under Offers Is Not Consistent (Doc ID 2214598.1)

Symptoms

Some offer paid amounts are being reset to zero. This is occurring in cases for claims where there exists a total association amount of zero for an offer. Because of this, once the claim settlement fetcher program is run, it updates the offer's paid amount to zero.
