Symptoms

ACTUAL BEHAVIOR
---------------
An order is created by sending a Release XML inbound to OTM (one to one configuration). The XML contains an order release reference number qualifier. This order release refnum qualifier is defined with update configuration of "One, Update" within OTM. The order is then planned onto a shipment. A second Release XML is sent to modify the order release line quantities. The second xml also contains the same order release reference number qualifier but with a different value. The order and related shipment are modified successfully, however, there are 2 records displayed for the same order release reference number although it is
marked as "One, Update".

Note:  This issue only exists if you are sending in order release line quantity updates along with the update to the order release reference number.  The order must be planned onto a shipment prior to sending in the update XML, and the changes to the order must be propagated to the shipment using the automation agent action ORDER RELEASE - MOD - EDIT SHIPMENT.  If the only change in the second XML is the order release refnum value, then the issue will not be observed.

EXPECTED BEHAVIOR
-----------------------
The expectation is that only one row is displayed for the same order release reference number qualifier that is marked as "One, Update" with the latest value.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Upload an order xml to create the order containing the order release reference number qualifier (with update configuration of "One, Update").
2. Plan the created order onto a shipment.  Ensure that there is an active automation agent with agent action ORDER RELEASE - MOD - EDIT SHIPMENT to propagate the order release quantity changes to the shipment.
3. Upload an order xml to modify the existing order. Ensure that this second xml contains the same order release reference number qualifier (as in step 1) but with a different value.
4. The order release will contain 2 rows for the same order release reference number qualifier with both values set in step 1 and step 4.
