On : 12.1.3 version, Service Authoring

ACTUAL BEHAVIOR
---------------
Contracts are stuck with a Negotiation Status of Pending Internal Approval, but there is no Approval Workflow to be found.

EXPECTED BEHAVIOR
-----------------------
Expect that if a contract is pending approval there would be some active approval process to be found.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit a contract for approval.

The issue has the following business impact:
Due to this issue, users cannot activate these contracts.
