Unable to Create Orders with HTML Responsibility (Doc ID 2215135.1)

Symptoms

On : 12.2.4 version, Transaction Entry

When attempting to created sales order using the Order Management HTML Responsibility the following error occurs.

ERROR
-----------------------

You have encountered an unexpected error. Please contact the system administrator for assistance.

There are no valid navigation for this responsibility.
Cause: Application Object Library was unable to load the menu for this current responsibility
Cause: The menu compilation has failed.
Cause: There is no valid menu defined for this responsibility.
Cause: There is navigable forms associated with this responsibility
Action: Contact your system administrator. Ensure that a valid menu, containing navigable forms, is defined for the responsibility. Ensure that the menu is correctly compiled.


STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: System Administrator
2. Validate Responsibility Menu setup
3. Menu: ONT_HTMLUI_HOME_PG_MENU
  Menu Name: Order Mangement - HTML UI Menu
  Menu Type: Home Page
4. Setup Responsibility : Application Order Management
5. Resp Key: ONT_HTMLUI_RESP
  Menu: Order Management - HTM UI Menu
6 Navigator: Order Management, HTML User Interface
