R12: Not Able to Access Instance Detail Page from OM Line Installation Details FORM.

On : 12.2.4 version, Transaction Entry

When attempting to view Instance Detail from Order Management Installation Details form.
the following error occurs.

Function not available to this Responsibility. Change responsibilities or contact your System Administrator.

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigation : Order, Returns > Sales Orders > Query Order > Navigate to Sales Orders form > Line Items Tab
3. Click on Line which is associated to item instance details.
4. Click on Actions button > select Installation Details from drop down menu
5. Select Item Instance line > Click on Tools > Instance Details

The issue has the following business impact:
Due to this issue, users cannot view Instance Detail from Installation Details form.
