Error when submitting WSHTMCAR: Shipping-Transportation Carriers Synchronization

When submitting Shipping Transportation Carriers Synchronization" concurrent program

The request comes into  the SOA environment (where customer has deployed the seeded SOA composites as per the oracle document 1321776.1).
 However the SOA instance fails and the following is the error message in the log returned back to EBS.

Unexpected Error Occured. Please check Response message for more details. Either Bpel Instnace Id is null or Transmission Id is null or Ebiz Adapter response status is not successful


-Customer has verified DB that the adapter outbound connection pool  has the correct name.
-As per Note 746937.1 - Installing OTM 5.5 CU5 on Oracle RAC Causes Error: java.sql.SQLException: Io exception: The Network Adapter Could Not Establish the Connection have been commented out

The issue can be reproduced at will with the following steps:

1) Select Seeded EBS -OTM interface

2) Select the instance

3)  Test the connection
