Error when submitting WSHTMCAR: Shipping-Transportation Carriers Synchronization (Doc ID 2215399.1)

When submitting Shipping Transportation Carriers Synchronization" concurrent program it fails in SOA.

The request comes into the SOA environment (where customer has deployed the seeded SOA composites as per the oracle <Note 1321776.1>).
However, the SOA instance fails and the following is the error message in the log returned back to EBS.

Unexpected Error Occured. Please check Response message for more details. Either Bpel Instnace Id is null or Transmission Id is null or Ebiz Adapter response status is not successful


Other Details:
==> Verified DB adapter outbound connection pool has the correct name.
==> Followed the solution in <Note 746937.1> - Installing OTM 5.5 CU5 on Oracle RAC Causes Error: java.sql.SQLException: Io exception: The Network Adapter Could Not Establish the Connection
