Transfer To GL Performance Issue After HRMS RUP9, 2016 Q2 Patches (Doc ID 2215641.1)

Symptoms

On : 12.1.3 HRMS RUP 9 version, in all instances,



ACTUAL BEHAVIOR
---------------
After applying HRMS RUP 9 and the 2016 Q2 patch, it is observed that the Transfer to GL process is taking a long time to complete
It took more than 10 hours to process for ~ 20,000 assignments
 



EXPECTED BEHAVIOR
-----------------------
It is expected that the Transfer to GL process complete in a reasonable amount of time even after patching


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Apply patches:

21314548: R12.AD.B.DELTA.7
Patch 21980909: HRMS RUP9
Patch 23503387: Q2 2016 Statutory and JIT Update

2. Run the Transfer to GL process
3. Observe that it takes some time to complete
